Can I recover deleted videos without iCloud storage?

I deleted a video, and then went to the recovery folder in photos, and clicked to recover. It is now no longer in the recover folder, but also not in the videos or any other folder on photos. I noticed that Restore Paused message came up, so I did some quick googling and determined I might need more icloud storage to continue the restore. I added storage, and Restore Paused is no longer showing but the video is still not there. icloud appears to be syncing now that I upgraded storage, so wondering if that is what I'm waiting on? Any other thoughts?
