Unable to confirm purchases in Apple Books and iTunes Store

I've checked my credit card data and the card information in my apple account is up to date. When ever I try to buy a book in the book store or iTunes Store, when I click on the price, a box pops up showing the price, but there is no place to confirm my purchase. It just shows the price and a cancel button at the bottom.
