how to drag and stretch an imported image on Pages and add a second image on top

previously I could import an image and then make it bigger by stretching the edges. I could also add another image and lay that on top. Suddenly, all of the above is not possible. Would be grateful for a solution.

thank you

iPad, iPadOS 18

Insert any random image. Click and drag from one of the corners and it will show you a diagonal guide for rescaling without distortion. Insert another image and scale accordingly. Click one, press the shift key, and click the other image. Tap the paint brush icon on the toolbar and on the Arrange panel, click Group. Done.

Tested: Pages v14.4 on iPadOS 18.6.2.
