Cant add my card in Apple Wallet for Apple Pay

Helllo, few days ago I got a problem:

I cant link my debit card in Apple Pay, I getting this:

"Card Not Added

Contact your card issuer for more information"

Already tired:

First:

iOS is latest 18.6.1

No screen time limits

1 month ago I could add any cards

Card is avliable untill 2030 year

1) Link to my firend's iPhone (it is linking correctly)

2) Link another card from diffrent bank (not working)

3) Link with VPN, changing region of App store, iCloud (not working)

4) Link from Settings (not working)

5) Called my bank, they said no limits from them (ofc I even tried to link another my debit card from diffrent bank, nothing working)

6) Reset Network Settings (not working)

7) Link in my Macbook, Apple watch (same problem in same step)

8) Called Apple Support (they said "cant help you, but you can create discuss in our forum)

9) Tried to add card's info in safari settings (Saved credit cards) then choose in Apple Wallet "Previous Cards" (not working)

10) Enabled "Set Automatically" and without it (not working)

HELP ME SOMEONE! PLS! I NEED TO USE MY APPLE PAY ONLINE AND OFFLINE!

Bank answered:

“Apple has recently updated its policies for Hong Kong–issued Cards-as-a-Service (CaaS) programs.

As a result, Apple has directed all issuers, including UPay, to suspend Apple Pay for Hong Kong–issued cards.

This suspension is due to Apple’s policy decision and applies across all providers, not just UPay.

You may continue to use your Card physically or through other payment methods without interruption.”

So, I guess Apple banned my bank because of it and I don’t have allow to add my card in Apple Pay?

Russia (my friend who could link my card also from Russia), iOS 18.6.1, iPhone 15 Pro

Important thing is my bank's card from Hong Kong (not Russia)

Ask your bank(s) about how they treat using a VPN? Ask your Hong Kong bank if they approve adding one of their accounts if the iPhone is in Russia?

If the bank doesn’t have an issue, it could be the Payment Network Operator (Visa, Mastercard, American Express etc.) that is blocking the card for all the same reasons. Ask your bank if they’re receiving the request for approval from the PNO.

The bank operator said that they don't care about the use of VPN and the physical location of the iPhone. This is also confirmed by the fact that my friend was able to add my cards to Apple Wallet, unlike me. I will note that a month ago I definitely had the opportunity to add these same cards to Apple Wallet while in Russia (cards from two different banks). About PNO bank answered: "Sorry, we do not have this approval. For this issue, we recommend that you retry after 2 days. If the problem still exists after a total of 5 days, feel free to reach out to us. Thank you for your patience"

The information you submit first goes from your iPhone to the PNO, if they approve it’s forwarded to the bank. If the bank isn’t receiving information from the PNO, everything looks good to the bank. Sounds like a five day wait is in order.
