I have just purchased a new Mac mini from an authorised Apple dealer and found that the 2 security pull strips had been removed and left loose in the packaging and it seemed evident that the box had been opened. Should I reject it and insist on a replacement

You have no idea what operations might have been performed on that device.
There is absolutely no valid reason for any reseller to open the sealed packaging of the device.
The security pull strips on the packaging? Yes, I would demand one with the pull tabs intact. Unless maybe if they offer you a discount for an open box product and you were to accept it.
