Unable to access "Downloads" folder on my Mac mini

When I try to open the Downloads folder on my new Mac mini, I get the message: The folder "Downloads" can't be opened because you don't have permission to use its contents.

I've gone into systems permissions but can't find a way to allow permissions for the Downloads folder.
