Can’t add cards to apple wallet due to high risk rating

Basically the title. I’ve been trying to add my cards to my wallet but I can’t. I’m trying to switch banks but before I do I want to set up my Apple Pay because I can’t live without it. I’ve called my bank multiple times and they talked with Mastercard and said that Apple flagged me with a high risk rating of 100. I know the reasons why but I don’t know how to lower the rating. I’ve called Apple support so many times and everything they’ve told me to do hasn’t worked. At this point I’m thinking I might have to get a new phone but I don’t know if that’d work either to be honest. I’ve been trying to solve this problem for over a month now. Please somebody give me the answers I’ve been looking for because apparently Apple customer service can’t.

I suspect it’s related to the past fraud related incidents, even though, to the best of your knowledge, it did not involve Apple Pay.


Many people report that a new device did resolve the issue. There is no guarantee it will. Be aware of the return policy of the company you purchase from. If it does not resolve the issue, you can always return the device, if within return period. Apple’s return period is 14 days. Some cellular carriers may be less restrictive.

You mention cards serval times, are some cards in your wallet or is it multiple cards from the same bank or multiple banks? Apple trust scores are on a scale of 1 to 5. I’ve never heard of a trust score of 100. On the 1 to 5 scale, 1 is the lowest, not 5 (or 100). Generally low scores are the result of a fraud alert being placed on a card/account that is associated with a card in the Apple Wallet and the device. It’s not an individual score, but a device score. Did you purchase your device new?

If you attempt to add a card more than 5 times, it’s automatically blocked for 24 hours, but some users are reporting their bank told them 48 hours. The device risk score is based on multiple factors, not all disclosed by Apple or the banks.


Apple discloses usage of your iPhone and other information. Here is directly from the article I linked to below.


  • ”When you add a card to Apple Pay, card-related information, location, and information about device settings and use patterns may be sent to Apple to determine eligibility.”


  • “Some of the above information, account-related information, and paired-device details may be shared with your card issuer or bank to determine eligibility and for anti-fraud purposes.”

Having a transaction decline, like your restaurant website scenario, has not been a factor in the past. This could be related to specific anti fraud precautions your specific bank uses.

The handling of fraud alerts, doesn’t prevent the previous fraud from being reported back to the Payment Network Operator (Visa, Mastercard, American Express etc.) and bank by your device. Has the bank confirmed with Apple the lifting of any prior fraud warnings?


Can you confirm with your bank the risk rating of 100? This new rating brings many things into factor that I can only guess at. We really need some clarity about that rating.

I mean the bank told me a few times that my risk rating is a 100 and I know why. I’ve researched what makes the rating go up and one reason is having your card get declined multiple times. A good while ago I was trying to use my card to buy food through the restaurants website and the site was bugging out and wouldn’t take my card and I kept trying it till it finally accepted my card. You previously said that the score is a device score, so if I were to get a new device, would my problem be solved? I kinda do wanna upgrade my phone but I also would prefer not to but if that’s really the only option then I will.
