can I add a prepaid card to the wallet of my daughters phone that is 13 years old? born 5th June 2012

The use of electronic wallets are governed by banking regulations in your region and/or country. I know some EU nations require an older age than 13. It’s also possible the bank that issued the prepaid debit card does not support Apple Pay.
You’ll need to contact the issuer of the card using the phone number on the back of the card. Apple Support in Greece can confirm the age required to use Apple Wallet in Greece.
