Restoration screen not popping up on iPhone.

I have an 11 pro max that I forgot the password to, and I'm trying to delete everything and restore it by getting to the restore screen and connecting it to my computer. On my test runs, I got the iPhone to get to the restore screen multiple times. When I finally had my computer to connect it to, though, I did the same thing and now the restore screen won't come back. My phone just keeps getting to the apple logo and then stays black unless I open it, which takes me to the lock screen. No matter how long I hold the power button for, it just won't bring me back to the restore screen like it did earlier. I already reset the phone multiple times, does anybody know what I'm doing wrong? I'm pressing volume up, volume down, and holding the power button.
