Authentication loop with Messages app on all my devices except iPhone

Starting today, I am stuck in an authentication loop with Messages an all devices except my iPhone. I provide user/password and Messages crashes without loading any new messages. I get "iMessage Activation" errors on my iPad. I've reset all devices and updated my Apple and device passwords to no avail.

I am having difficulty receiving messages from several different busnesses for two party authentication. Other messages come through fine. I have checked my settings and do not have any numbers block for messaging, mail, facetime or phone. Is there a setting that will prevent my phone from receiving messages other than blocked caller?
