Homekit automations not working using security camera motion sensors

The goal is to turn on a light at night using the Eufy camera motion sensor. I'm updated to the latest tvOS, Eufy app & firmware, and Lutron app & firmware. I've restarted the AppleTV that is the home hub. I've removed the cameras from Homekit, and then added them back. The cameras are on the Eufy Homehub 2, which is connected to Homekit. The cameras and lights each function in Homekit just fine. The motion sensors on the cameras operate normally for camera functions and are recognized in the Eufy app. The lights will follow Homekit automations without the sensor included. The "test automation" function in the automation creation screen will turn the light on. Why is the motion sensor logic in the automation not triggering?
