How to accept iCloud’s terms and conditions

I bought 2 tv of iCloud and my phone won’t let me use it and says “cannot complete action” whenever I try and accept new terms of service. When I search online it says to update my phone. But I can’t update my phone because I need storage for what and it’s all taken up by photos because I can’t use iCloud. I’m stuck in a constant loophole could anyone please help?
