How do I activate Genius for Apple Music/iTunes Store recommendations?

I have genius working on my iTunes/music, I wanted to use it for recommendations from the store, but when I go to recommendations the Genius recommendations is empty. Asking me to download music.....

How do I get genius working for recommendations in the store?

all my music is "downloaded" on my hard drive from the store, what is it looking to download? I thought once genius was active it would just have access to all my music by default and start making recommendations.

I am shocked, that this is a problem for me 🤯
