I have tried Siri several times to search for this question and have been unsuccessful. I would like to pay my phone bill with my wallet account account from my bank account., however I am don’t know how to transfer money from my bank account without using my debit card.

Just to be clear, your Wallet is not an account, it simply holds that cards that are used for Apple Pay. Does your phone carrier accept Apple Pay as a payment method?
Another option is to pay with your Apple Card (credit card), and you can pay that balance off using an attached bank account.
If you mean Apple Cash, you need to connect your debit card. However, your carrier should have a means to pay, possibly using an ACH transfer, without involving the wallet at all.
