Stuck in password reset sequence for disabled Apple Account

I forgot my password and since i tried to reset it a few times the my apple account got disabled, and to unlock my account i have to reset my password which doesn't work.

I am completing every step for reseting the password then get a notification that password reset will be available on (specific date and time), then wait for that exact date and time and i get nothing no requests, notifications, nothing..... I am going mad soon. I cant even use my phone or anything else involving my account for that matter.

Please help me ASAP.
