Upgrading from Big Sur, to a new computer with Sequoia, I can't stand the green colors in Numbers.
Is there a way I can change the color settings somewhere? Where I have indicated the green, I prefer the Blue.

Mac Studio, macOS 15.4
Numbers uses the system-level Accent Color setting for these buttons.
Check System Settings -> Appearance -> Accent Color and set it to blue.
It's likely to affect more than just Numbers.app, though. There's no per-application control over this that I'm aware of.
Quit Numbers. In System Settings > Appearance panel set the Accent color to Blue. Relaunch Numbers.

For the record, at least OMM (MacOS 15.4), there's no need to quit Numbers. The changes are dynamic and immediate.
