Save multiple files opened in Preview as one combined document
HOW TO SAVE MULTIPLE PAGES INTO ONE PDF IN PREVIEW ON A MAC:
Drag all files of any format (like .jpeg, etc) to the sidebar of one preview document: by clicking on >View >Thumbnails >then drag each thumbnail image in to the doc in the order you want them to be saved. When ready, select all the side bar files you want in the pdf by clicking in the menu bar: >Edit then >Select All. Again in the menu bar click >File then >Print in the drop down list under >File. Here is where you will save all the pages as one PDF document by clicking on the little >PDF box (at the bottom left side of the Print window). Click the >PDF drop down arrow for the list of options to show, >Click on “Save as PDF...” in the list. This will open a window where you will chose where to save your new PDF document. Rename your document and choose a folder then click >SAVE. Now open your new PDF doc and confirm all the pages show up in your new document. Hope this helps. (I am using iOS Version 18.3.1, but have been using this method for many versions before this).
