I am unable to withdraw mone from an ATM using my bank card added to apple wallet. When I try to do so with the bank card itself (the plastic) there is not a problem.

There needs to be an Apple Pay or Tap-To-Pay logo on the ATM. You also need to tap the screen on the ATM to activate the NFC. There may also be instructions on the screen for accessing ATM via mobile devices.
