Family sharing "already in another family"

My kids can't access our iCloud storage. When invited, they both receive the message, "Already in another family".

My family member cannot access my 200 GB of Icloud storage. My family member cannot access the shared iCloud storage after accepting my invitation to share it as a family member. She only has her 5 GB storage instead of the 200 GB. I am also sharing purchases and we logged out of her Icloud account and logged back in and rebooted her phone. Icloud family share It says that i am sharing a icloud+ with my family and that they have access but my husband cannot access icloud+/upgraded storage. Any thoughts?
