I run my MacBook Pro 2021 Apple M1 Pro 14". I want upgrade my FCP 10.6.5 to FCP 10.7 because it's optimal for my laptop configuration. Any link or advise would be highly appreciated

I don't know if you can get that version exactly. You will only get the latest that works in the OS you are running.
I have to say that, unless you heavily depend on some software that does not work in recent versions of macOS, you should really get your mac up to date. Your mac is fully capable of running Sequoia, and the current FCP 11.0.1.
Can you tell us why you'd want to stick to such older versions of the software (which also need you to use an older OS)?
Move your current version to the trash or compress the current version and then move it to the trash. If you go to the Purchased page of your account in the App Store and download the application from there you will be offered the last version available to Ventura. I don’t think it will be 10.7 exactly but it will not be the current version.
