When I tap to pay it declines my purchase

Question

When I use my Apple Card either to tap and pay for my purchases or do online orders, it declines it

The physical Apple Card cannot be used for Apple Pay(Tap-To-Pay). Apple is initiated by using your iPhone.

Does the declined transaction show in your Wallet app on iPhone?

I understand that when I use tap, I have to be on my iPhone. My question is why is my purchase decline? payment decline when I wanna make a purchase
