Ok so I deletedtiktok and now there are post saying it’s working. I want to know is the app also coming back to the App Store cause I want to download it again.

stedman1 provided the answer for you. Don't forget, this is not a Social Media site and you have been given the answer. As of this minute TikTok is not available in the Google Play Store or the App Store and when it becomes available would be purely speculative and not allowed here.

Doesn't matter if you have an iPhone or Android phone. As of this moment, if is not available in any store to be downloaded. Just like everyone else, you will have to wait and see how it plays out and when it would be available. We cannot speculate on when that would happen.

The actual app is not saved in the iCloud backup, only the data for the app is saved and the actual app is downloaded from the App Store when restored, so that would not work.
You can see this when viewing the iCloud Backup at Settings > [name on top] > iCloud > iCloud Backup > [name of device]. The storage size for the listed apps is only the data used by the app. This significantly reduces the backup size needed and it would require much more storage if the actual app was backed up too.
Sorry, but no one here could possibly know the outcome of that battle.
