Itunes declining my purchases & blocking my appleid

Past 5 days ive must have spent over 20 hours talking to apple/itunes. iTunes has repeatedly declined my phone purchases and blocked a couple of my apple ids. When i call apple im told to wait 24 hours. Ive gotten same request past 5 days. What can i do?!?
