Machine learning is a feature which learns from your usual functions and folders used. If you change the way you use the folder it automatically will get itself changed.
Settings > Mail > Siri & Suggestions [enabled?] Siri may learn from and make suggestions based on how you use the app.
Disable if you do not want the suggestions.
