macos 15.1 breaks ability to run open source programs. In particular swi-prolog

SWI-Prolog Not Opened. Apple could not verify “SWI-Prolog” is free of malware that may harm your Mac or compromise your privacy.


No options to continue using a development program I've used off and on for years. In fact SWI-Prolog is a commonly used development system in University settings. It's suggested remedy is to Move to Trash.

Do not move to Trash. Click Cancel instead. Then visit System Settings > Privacy & Security panel. In the Security section of that panel, you will see the new option to install the application anyway. Click that and you should then be able to use swi-prolog — provided the binary is compatible with macOS Sequoia v15.1 or later, and you address any other ad-hoc security dialogs it may produce that require changes in the System Settings panels.

I should have specified. I am running MacOS 15.1.1. From what I've been reading online, the Gate Keeper can no longer be overridden in System Settings or using Ctrl key. There's a sudo work around that shuts off Gate Keeper but that has to have other consequences. Is this a bug or an intentional shutting off of using open source or other hobbyist software?
