Apple ID account hacked.

This is a very old apple ID I tried recovering but the hacker changed the phone number so I can't do anything.

but the apple ID email has my full government name, is there a way for me to contact apple support and provide them evidence? I also have access to the mails and I see what they're doing. But I can't login to the apple ID because I need the phone number which I don't have.
