I have an old Apple ID using a previous work email but I changed it a long time ago. There are purchases I made under that account that I no longer have access to. I cannot access that email and I cannot remember my password for that account. Is there any way I can get to those purchases?

Those purchases are permanently tied to that Apple ID, so you would need to be able to reclaim that Apple Account to get access to those purchases again. You can try resetting the password:

Apple provides some steps if you can't access the original email for the account, though it may take some work and some time.
If you are unable to do get access to your old Apple Account, then you'll need to purchase those items again using your current Apple Account.
