how do i report aps that claim to earn money

So there are few as that I do not know whether they are committing fraud or not but like to know how to address or report them to fcc and I think there needs to be some serious investigation or oversight of all apps being allowed on apple stores claiming to win cash or gift cards for games n such I don’t know if it’s legal but I was curious to ask and the legal aspects of it.
