MacBook stuck on recovery mode, erased the HD now MacOS won’t download

Hi, my MacBook Pro 2020 has been stuck in recovery mode. I attempted safe booting and what not but it was still stuck. I managed to erase the Macintosh HD but maybe I didn’t do it correctly?

I try to download MacOS Ventura and the download completes, then the Apple symbol goes back on and I return exactly back where I started and it’s as if it never downloaded.

I was wandering if there’s any advice out there. I have excessive storage after erasing the HD so I’m not sure as to why the OS doesn’t download?
