Weird Transfer of data from 50gb iPhone to 256gb iPhone and 256bg phone is full immediately.what happened?

Question

My daughter had an iPhone 11promax with 50ish gb. Approximately 900 photos and 250 videos ( longest video being 4min).

She bought a new iPhone 16promax with 256gb so she's have lot of memory for a trip she's leaving on tmrw.

When she did the set up from old phone to new phone 3 weeks ago, things seemed fine.

At 2 weeks, her new 256gb phone shows she has 170gb of memory dedicated to photos.

And the phone is almost full.

Doesn't make sense.

Pls advise.

I’d expect iCloud Photos is caching more data locally, given the available storage.

Free storage and free memory that can be put to use for caches or other uses would be wasted if left free.

Pardon my ignorance, but what do u mean by cache in your first sentence?

And could you clarify your second sentence is layman's terms for me?
