Stuck on nowhere after my credit card was stolen

My card was stolen and used to buy apps on apple . Apps on my iCloud account and game console on google pay that I've never used nor bought anything from any of these my entire life I am getting issues addressed plus hav had three $10.00 refunds I have not seen yet but now anything I try to update or download goes straight to a problem with billing screen and I can not update nor download anything because I can't get the darn stolen card off my account nor download any other type of payment nor totally remove payment method?? Can someone help me with this it's vey frustrating thank you
