I’d like to have my iPad send and receive texts on the number it was assigned by Verizon, but it only gets ones to my iPhone number. I have gone to settings to add it, but it is not listed as an option. Only my cell number and Apple ID are listed.

You can only send imessage directly from your ipad to other apple devices.
To send sms or mms you will need to enable text forwarding read here Continuity features and requirements for Apple devices - Apple Support
The number you have from Verizon is only an account number they use. It is not a phone number that can be used for calls or SMS messages.
