Safari secure browsing extensions not working for main admin account on new Mac mini with m4 chip

Working with a new Mac mini with m4 chip. I have not been able to set up secure browsing extensions for Duck Duck Go and for F-Secure antivirus for Safari. Set up another admin user and it worked, but logged back in as main admin user and still could not make the change. Tried safe boot, no change, same error message about another service or app cause a "Click" problem. Turned off most services and still have a problem. Any thoughts would be appreciated.
