I have followed the instructions to correct the fault in the software, 3 times, but after each the sync begins normally, but stops after 2022.
Looking into some of. the items, if there is a link to a website, there is a wheel rotating.

Troubleshooting iCloud Refresh Loop:
A. Disable a VPN:
Are you using a VPN? If so, disable it.
B. Force Restart your iPhone:
Being this is a constant issue, Force Restart your iPhone, to get around this. Try it once more.
C. Confirm the Upload:
Go here, and see if you can see your notes in iCloud. If so, then all is in iCloud, and it comes down to fixing this refresh: https://www.icloud.com/notes
