New passwords app not syncing with Mac but syncs between iPhone and iPad

Just purchased a new mac mini m4 and have been attempting to have the new Passwords app sync with my iPhone and iPad. Changes to the Passwords app do show between my iOS devices but not with my new Mini. I've checked to insure tall devices are using the same Apple Id, the same wifi network and that under settings, iCloud they all show Passwords as on. Both of my iOS devices show the actual number of items under Passwords BUT on my Mac the only thing that shows is "On". I've turned the Mac off and then on again but no change.

All devices (iphone 13) (ipad 9th Gen) and Mac all have updated software.

So basically my iOS devices stay updated with any additions or changes but for some reason these are not making it over to the Mac Mini.

Any advice would be appreciated.
