Incorrect iCloud storage plan charge
I purchased the 0.99 plan a month as advertised but I was charged $1.99, how is that legal and ok?

How do you know the 1.99 charge is for iCloud?
There is no 1.99 charge for iCloud at all, so it's unlikely whatever the charge is if for iCloud.
It may be iCloud and something else charged together, or something other than iCloud entirely.
Check your recent purchases and subscriptions to identify the charges.
