i am looking for a quick way to transfer and then delete from cloud and devices freeing up space and cost of cloud storage. Giving me more control of what is stored on the cloud. Has anyone done this?

Don't forget, you'll want a second drive to back up your Mac and your external library using Time Machine (or similar). Once you sync your library to the external drive, you can turn off iCloud Photos and continue to sync using a cable connected to your device.
