Unable to download certain photos and videos from shared library.

The issue I'm having with shared albums is that my friends will upload photos and videos to the shared album that we have together but some (not all) of them won't load/download to photos. It allows me to download them to files and then export them to my phone but then I also lose the live functionality of the photos and its a hassle for doing mass downloads at once. I'm using the iphone 16 pro with ios 18.0.1 but have also tried it on my ipad and my ipad also cannot download the same videos or photos. I have turned shared library off and on in my iphone but it hasn't helped and I feel like this may be an issue with my icloud account rather than my phone. I have 2 TB of storage on my icloud and have used 600 gb so I don't think that storage should be the issue. They don't even begin to load in the shared album. I have tried rebooting my device many times and have done many things on these other forums but they don't seem to work.
