“Review that Sync This iPad is turned on for preferred apps in iCloud Settings.”
I have reviewed, and photos, iCloud, passwords, and messages all have that setting ON. Also several apps are set to ON for iCloud.
What else do I need to do to make the notification disappear?

I have the same problem with my fully updated iPhone XS 17.6.1: "Check your iCloud Sync Settings". So I did check them. And again. Numerous times in fact. Changed a few settings from on to off. Next to on again. But to no avail. There seems to be something amiss here…
You can turn off iCloud notifications by turning off iCloud backup. Follow these steps:
I want the notification to go away, not the backup of this device to iCloud. But I did turn it off just to see if that worked however the notification remained. So solution does not work and I want this device backed ip anyway.
I did. The advisor asked me to restart the device. I did, and the notification reappeared. But when I clicked it to open the Sync Settings, it went away. I restarted the device again, and the notification didn't (re)appear.
Can up update the OS on the iPad any further?
No update is available. OS 16.7.10
I don't even know what has caused this notification after so many years. Why this message now? And how to clear it?
