Unable to send text message from my iPhone 16 Pro Max.

I have a iPhone 16 Pro Max and when I send a SMS text message 60% of the time I get a send fail

I have reset the network settings. I’ve gone into the message app. Make sure selection when iMessage is not available. Send as SMS is turned on, but still get failed to send

this happens to multiple people and multiple carriers so it’s definitely not a network issue. Any help is appreciated.
