Cannot send or receive mail

I am getting a message saying that my inbox is full on my hotmail account. I’ve tried deleting all mail, trash and junk files. I deleted the account and reinstalled it. Powered off and on after making changes. A week or so before this problem I kept getting a message the there was no connection to the server. I thought I had that fixed and then this happens. Anyone have a suggestion?
