Anyway to disable the Annotation/Markup tools in the Files application while using the Apple Pencil

While viewing a PDF in the Files application, with the annotation tool off, as soon as the pencil meets the screen, the annotation tool becomes active and marks up the file. This clearly is not the action expected. One’s expectations would be If the annotation/markup tools are disabled, they should remain disabled until explicitly selected to be active. While the annotation/markup tools are disabled, the user should be able to scroll through the document/pdf or select text with the Apple Pencil. This not the case. I was hoping the pencil would do this for me since I use it to read documents for me as I have a visual disability. Instead I must resort to using my finger instead.
For testing these actions, the configuration setting for the Apple pencil, “Only Draw with Apple Pencil” had been both enabled and disabled to review and record the response.
