It is not you that needs to request access, it is the App Developer that must request the entitlements for use with Apple CarPlay. In addition there are additional guidelines that they must follow in order for the app to be approved for use with CarPlay. Apparently the developer has not met those guidelines, as Apple communicates with them on what they must do. It is not an invitation from Apple as they have told you. Again there is nothing you can do, it must be done by the Developer. If they don't understand how to do that, you can provide them the information:

Additional Guidelines that an app must follow include such things as not requiring iPhone touch interaction for use with CarPlay, so they may have to fundamentally change how the app operates. This of course would be required for any hands-free operation in a vehicle. They may just want Apple to approve their app exactly the way it is, and that is not going to happen.

Apple is not here, only fellow users. The ability of RadarScope to interact via Apple CarPlay may need to start with the RadarScope developer, not Apple.
