No, it is not possible to remotely access the iPad, much less it’s camera.

As for apps that you installed … you can review, and control, which apps have access to your camera and to your microphone. If some app got you to grant permissions, and you don't think the app should have them any more, just cut the privileges off.

I believe that you may need to grant privileges to use the camera to any app in which you want to use Face ID as a form of authentication.
Your iPad's camera or microphone cannot be remotely accessed without your knowledge - and only then if you have launched an App that uses either of them.
If either the camera or microphone are active, you will see a visual indication on the iPad's screen - this being a green dot in the status bar at the top-right of the screen for the camera, or an orange dot for the microphone.
If you’re running iOS 14 or later, an orange or green dot on the status bar of your iPhone screen indicates that your microphone or camera is being used by an app.
iIf you need to check which apps are using your microphone and camera, open the Control Centre. Simply swipe-down from the top-right corner of the screen; you should see which app is using your camera (green icon) or microphone (orange icon).
