Photos says my storage is full and its not

I have a 15 Pro that keeps telling my I cant take pictures because my memory is full and its definitely not. Photos is using 296.6 GB out of a 2 TB plan not to mention the physical phone storage is less than half full.

I already have High Resolution off, Optimized storage is on, everything is supposably backing up into the cloud so, what gives?
