Mine starts up with only gear macOS 15

I select erase all programs in settings. MacBook Air M2 macOS 15. Starts off reporting that the mac needs to be activated. Which is simple.. and then it leaves me at an opening screen with just a gear. I want to create a startup disc or I wanted to put macOS as a bootable drive. And above all I want to be able to open the Mac with secure boot only and change the firmware password

Set a firmware password on your Mac


This feature requires a Mac with an Intel processor.


For the equivalent level of security on a Mac with Apple silicon, simply turn on FileVault.
