After tapping the color circle in the text altering box the color grid screen pops up for just a quick second and then disappears completely. I am unable to change text color. The color changing screen keeps going away every time I tap the black color changing circle.The text remains black.

(You say you're using iOS 10, from 2016?? I' going to guess you meant iOS 18.) For many of us the markup text works just fine in iOS18.0 and 18.1. But there have been lots of people for whom it behaves just as you say (i.e. badly.) There were people here who had two new phones-- one worked; the other didn't. I figured it would be fixed in 18.1, but since it works on my phone, I can't tell. I know Apple is aware, but to remind them you can leave feedback here:
