Unable to receive emails for 2-step verification

i lost this I cloud account when I broke my old phone and was unable to remember the password. I was finally able to recover it and gain access to old photos and files but I could no longer recover emails. I’ve tried freeing up space and changing setting but no luck. I have certain application that I need to get back into but this email is my 2step verification and with no access to receiving emails I can’t get the access code messers to login into certain applications
