No APFS option in Disk Utility for external SSD Sequoia 15.1

DiskUtility.app>View>Show All Devices —>the Parent drive is the top most in the tree

As the others have mentioned your latest screenshot shows the T7 is using the MBR partition layout. You need to first select the "Scheme"(last item in the pop-up window after "Name" & "Format") so it is "GUID" instead of MBR (aka Master Boot Record).

Disk Utility->View->Show All Devices. Now Disk Utility will show both the device and its mounted volume(s). Select the Device, not the volume, select erase, select GUID scheme, the APFS option will now appear under Format. Erase.
