No APFS option in Disk Utility for external SSD Sequoia 15.1

I have a new, out of the box Samsung T7 SSD. In Disk Utility, I only have the options below. The "More Info" on the drive is preformatted to ExFAT. Why is there no APFS option and is there a way around this?

re: external drive

erase an reformat as GUID partition map— then APFS file format will be available

As the others have mentioned your latest screenshot shows the T7 is using the MBR partition layout. You need to first select the "Scheme"(last item in the pop-up window after "Name" & "Format") so it is "GUID" instead of MBR (aka Master Boot Record).
