I have no pending purchases or bills for any apps yet the AppStore won’t let me download any free apps without paying 6.35 with is an IN-APP purchase the app itself is free so why can’t I download other free apps?

It does appear you have a purchase that has not been paid. With purchases that have not been paid, you will not be able to use the App Store at all until it is resolved. Review your purchase history here and note any charges that may be in red.
